Malta is firmly established as one of Europe’s top business aviation hubs. With strong support and oversight from Transport Malta it has become a base for many of the world’s leading operators. CJI Malta 2025 looked at the future for the country’s business aviation community and how it can continue to shape the industry.
Co-hosted by Transport Malta, the one-day event brought together local business aviation leaders with others from around the world. It examined the key issues facing the industry and provided unique networking with an invitation only senior audience.
Louise Dowson is CEO and Accountable Manager of Flypeople Ltd. and has been managing the company and operations since incorporation in 2019. Flypeople is a Transport Malta CAD approved training organisation, providing aircrew training to pilots and cabin crew, including EASA Attestation licensing.
Louise embarked on her career in aviation over 20 years ago, initially as Cabin Crew, and has since held various operational and Nominated Person roles in Ground Operations, Compliance and Safety.
Having owned and managed her own business ventures and worked extensively with and for AOCs in commercial and corporate operations, Louise has a diverse understanding of business and the aviation industry. Her primary focus remains on providing compliant and safe outcomes while delivering exceptional service. She is also a committed member of Women in Aviation Malta and has attended many of their speaker events.

Munguía started her Aviation career by joining Aerolineas Ejecutivas (ALE) in México City and brings 20 years of Aviation experience from a variety of roles including marketing, charter sales, Flight solution programs, fractional ownership and aircraft sales having worked with operators such as Execujet and Vistajet.
In early 2019 she founded her own lifestyle company while worldwide situation settled focusing on creating memorable travel experiences for her clients, and it was in 2023 when she turned her Aviation focus towards Gestair Aviation Group to bring advisory for the exciting times in this privileged moment for the company´s international expansion.
Simon, graduated as a lawyer, obtaining his LL.D in 2009 and his warrant to practice as an Advocate before the superior Courts in Malta in 2010 and went on to specialise in International tax, obtaining an adv. LL.M in International Taxation from Leiden University, Netherlands. Returning to Malta, Simon then re-joined KPMG and was actively involved in the ongoing development and broadening of KPMG in Malta’s Private Client and Global Mobility Services offering, today leading a multi-disciplinary team of professionals in KPMG Malta’s Private Client, Family office and Global Mobility Practice. He has been a regular lecturer, examiner and supervisor on various tax related courses in Malta and abroad, and his work has been published in various international journals.
Matthew Xerri is a Partner within Ganado Advocates’ shipping and aviation team, with particular focus on ship and aviation finance, including the implementation of alternative financing methods. Matthew regularly assists financial institutions and leading banks in the perfection of security over yachts, commercial vessels and aircraft. Matthew also assists in the registration of international interests in the international registry as well as acts on behalf of various aircraft lessors in aircraft leasing transactions and structures, including the drafting of lease agreements. Matthew, together with the litigation team, also provides guidance on enforcement issues, including the arrest and/or re-possession of aircraft and vessels.

Holding an academic degree in Aeronautical Engineering at Politecnico di Torino, he is an Italian citizen who started his career at Embraer – Brazil in 1987, as a design engineer.
He joined Eurofly at the start up in 1989 and he has run the technical department of the airline for over 13 years, developing a fleet of DC-9, MD-80, 767, A320 and A330. He was promoted Chief Operations Officer in February 2005. Highlights of the company achievements were the IPO and the launch of all-business service between Milano and New York with an ACJ319. Andrea Zanetto was part of the management team to merge Meridiana and Eurofly, becoming the COO of Meridiana fly.
In January 2011, he joined Comlux as CEO of Comlux Aviation, the VIP operator division of Comlux.
Idriss Abdelaziz Girod has a diverse work experience in the financial and aviation sectors. Starting as an Investment Banking Analyst at MFO & Partners in 2009, they then transitioned to roles in institutional sales at PIMCO/Allianz Global Investors and Swicorp. Girod served as a Consultant at BrickVest and later as Managing Director at DP DWC LLC. Currently, they hold a position as Director of Sales at Jetcraft and is a Shareholder at AeroProp.
Idriss Abdelaziz Girod began their education at Ecole Montaigne in 2002, where they earned a Baccalaureat B in Economics. Idriss then pursued an Associate’s Degree in Selectividad: Preparatory program to Economics Studies at Universidad Nacional de Educación a Distancia – U.N.E.D. from 2003 to 2004. Idriss later obtained a Bachelor’s Degree in Business and Economics from Universidad CEU San Pablo, graduating in 2009. In 2019, they also received a certification in Running a Contemporary Gallery from Sotheby’s Institute of Art. Additionally, they are a CFA Level 2 Candidate and holds the CF 30 Customer function certification from the Financial Conduct Authority.
Marian Jancarik founded JETRON, Central European brokerage and advisory company, in 2021.
Prior to JETRON, Marian has served various executive positions predominantly in Europe and Middle East, as CEO/Chairman of the board at SEAGLE AIR and as CEO/Chairman of the board and Managing Director at ABS JETS at that time the largest Legacy 600 operator in Central Europe, and the Embraer representative for the region. Marian also lived and worked in the Kingdom of Saudi Arabia, where he represented Embraer as the exclusive Area Sales Representative in the region.
Marian has a master’s degree in aviation/engineering and is a licensed pilot, beyond his professional achievements, he is a family man of varied interests with a passion for golf and Formula 1.
Graham recent joined GAMA Aviation as Managing Director, Aircraft Management & Charter. He has spent nearly twenty years leading AM&C organisations most recently ACASS Ireland.
Prior to ACASS, Graham was the President responsible for all Aircraft Management and Charter Operations for one of the World’s leading Business Aviation Operators. In his 14 years with this group, he grew the core business in Switzerland and the UK to more than 90 aircraft helping to create additional operations in Spain, Hong Kong, Bahrain and Malta.
Prior to that he was the CEO of a low-cost airline in India and in a 40-year career has held Executive posts in airlines in central Europe, the United Kingdom and the Middle East.
He has been a member of the EBAA Board of Governors for six years and served on the Executive Committee.
Manuel Tirado has been the Accountable Manager of Gestair Aviation Malta Limited since 2022. The company is an AOC acquired by the Gestair Group in 2020, formerly known as Pontair Ltd. Since 2019, he has also been the director of the Gestair Aeroplanning business unit, which is responsible for providing flight support services to all the aircraft of the Group, to private aircraft and others operating under different AOCs.
He joined Gestair in 1998 as a flight dispatcher. During his professional development in Gestair, his main achievement has been taking over as head of Gestair’s Flight Dispatch department (H24) in 2004. Subsequently, he assumed the Ground Operations Management in 2010 and created in 2015 the Technical Operations Office, which gives Operational Engineering support to all the aircraft of the Group and which he has managed until 2022.
Manuel Tirado has a degree in Teaching, specialized in Foreign Languages, English, from Complutense University of Madrid. He has received training in procedure design at UPM (Universidad Politécnica de Madrid) and previously worked at United Aviation Services, a company dedicated to aircraft handling.
Mark is a qualified engineer, executive management professional and one of the co-founders of Dynamic Advanced Training. He is a team builder with a firm belief of integrity and accountability at all times. He will delegate tasks but will never shy away from leading his teams from the front.
Ensuring his employees succeed in their respective and expected duties is his aim while maintaining a constant overview of the company’s current operations and future commitments. He will rise to a challenge, is solution orientated and capable of achieving results in demanding and stressful conditions. He has proven to be resilient to temporary setbacks and demonstrates flexibility to hit moving targets.
Mark was born in Dubai and therefore has an excellent understanding of business practices in the Middle East and is very understanding of cultural differences.
Last but not least, he has an outgoing personality and when the situation allows, enjoys a good sense of humour with colleagues and customers alike. Loving the work you do to earn a living has never harmed anyone.
Wayne Pisani heads the tax, regulatory and technology practice within Grant Thornton and leads the financial services tax and regulatory team.
He advises an extensive client base ranging from private clients, including family offices and high-net-worth individuals, to NASDAQ listed companies. Working across several industry sectors, he deals with a wide range of cross-border regulatory, compliance and tax planning engagements involving both local and international financial institutions, asset protection, M&A and project finance transactions, driving the development of innovative solutions that support clients in their transition to more sustainable outcomes.
Wayne is the vice-president of the Institute of Financial Services Practitioners having been the president of the Institute and a member of the board of governors of FinanceMalta between 2018 and 2021. He is presently a member of the steering committee of the Malta Financial Services Advisory Council set up by the Minister for Finance and Employment and tasked with setting out a ten-year strategic plan for the Maltese financial services industry and is also a member of the International Fiscal Association, the International Bar Association and the Maltese Chamber of Advocates.
He was admitted to the Bar in 2001 following a Bachelor of Arts degree in Law and International Relations, and a Doctorate in legal studies from the University of Malta in 2001 after researching and submitting a thesis on “Merger control: a comparative study of regulatory systems for potential implementation into the Maltese legal system.” Wayne also read for a Master of Arts degree in Financial Services at the University of Malta, graduating in 2003 after submission of a thesis entitled “The Impact of Information Technology on Financial Services”. In 2018, having successfully submitted a research project on “Tax arbitrage in ICOs: a European perspective”, published in the EC Tax Journal, he was awarded an Advanced Diploma in International Taxation by the Chartered Institute of Taxation.
Nicholas Valenzia is a Partner at Mamo TCV Advocates.
He heads the firm’s Shipping and Aviation Department with particular focus on assets management and finance issues. Nicholas has also vast experience in vessels (including super yachts) and aircraft ownership and operational structures. Nicholas also coordinates vessel and aircraft repossession procedures on behalf of international credit institutions.
Fiona Healy is an Irish-qualified solicitor with over a decade of experience in the aviation sector.
Based in Malta since 2011, she initially advised the Alpine Group on aircraft registration and
regulatory matters before founding FCF Assets in 2015 – a consultancy that supports clients in
navigating the complexities of obtaining a Maltese Air Operator Certificate (AOC). Her work spans
legal, operational, and commercial guidance across sourcing, financing, importation, registration,
and ongoing aircraft operations.
Fiona is currently working on her tenth AOC project. She has helped operators across Europe
establish successful airlines in Malta, collectively adding over 67 aircraft to the 9H register and
generating more than 430 direct jobs. She is known for her practical, results-driven approach and
ability to cut through complexity.
Fiona serves on the Executive Committee for Aviation & Aerospace at the Malta Chamber of
Commerce and is on the board of the Irish Business Network. She regularly contributes to industry
events and is a strong advocate for Malta’s role as a dynamic and reliable jurisdiction for
international operators and legal teams.
Max, a French-Belgian national, brings 15 years of international experience in the transportation industry.
As a consultant with Oliver Wyman, he led diverse projects—including upgrading NYC’s subway system, optimizing helicopter maintenance facilities, and designing a rail-based “silk road” to move goods from China to Europe.
He then joined Eurostar as a senior operations manager, optimizing the use of critical resources across fleet, crew, and stations on the high-speed rail network connecting London, Paris, and Amsterdam.
In 2021, Max co-founded RISE to tackle the unique challenges of business aviation. Their flagship solution, OPTIRISE™️, takes the guesswork out of fleet scheduling and crewing—reducing empty legs, cutting costs, and avoiding CO₂. RISE works with all types of operators, whether they fly regionally (e.g., Jetfly) or globally (e.g., AirX).
David was appointed CEO Lauda Europe Ltd in September 2020 and CEO of Malta Air in December 2020, having previously served as Ryanair’s CCO since January 2014. Prior to that David was Ryanair’s Director of Flight and Ground Operations from December 2002. A graduate of the Irish Military College, David followed a military career with positions in the airport sector and agribusiness in the Middle East, Russia and Asia.
With a strong foundation in Sales and Key Account Management, Thomas has cultivated deep expertise across several leading aviation management firms in Europe, including Abelag, Luxaviation Luxembourg, and Alliance Executive Jets. His career spans both boutique operators and global enterprises, where he has consistently delivered exceptional service and fostered strong client relationships.
In September 2023, Thomas joined JSSI as Business Development Director, overseeing strategic growth across the Benelux region, the UK and Ireland, Scandinavia, and Malta.
He holds a Bachelor’s degree in International Business and a Master’s degree in Sports Management, bringing a dynamic perspective to his work in aviation. When he’s not supporting aircraft owners and operators, Thomas is an avid runner and cyclist.
