NBAA’s Doug Carr to retire after 28 years

Carr helped develop the legal framework for fractional aircraft ownership in the United States through the FAA’s Fractional Ownership Aviation Rulemaking Committee.
Doug Carr, senior vice president for Safety, Security, Sustainability and International Operations at the National Business Aviation Association, will retire at the end of August after 28 years at the organisation.
“Doug has been a rock upon which NBAA has depended for nearly three decades,” said NBAA president and CEO Ed Bolen. “Through his tireless work and his indefatigable promotion of best practices in business aviation operations, Doug has made an indelible mark on NBAA and the entire business aviation industry. He will be greatly missed.”
Carr joined NBAA in April 1998 as manager of domestic operations and rose through a series of expanding roles before reaching his current position. Over nearly three decades, he served as the association’s primary point of contact with the FAA, TSA, Customs and Border Protection and other key agencies.
Among his most significant contributions, Carr helped develop the legal framework for fractional aircraft ownership in the United States through the FAA’s Fractional Ownership Aviation Rulemaking Committee – a model subsequently adopted by safety regulators internationally. He also helped devise the DCA Access Standard Security Program that returned business aviation to Ronald Reagan Washington National Airport following the September 11 attacks and led the effort to establish CBP’s business aviation pre-clearance programme in Shannon, Ireland.
Carr led the crafting of the Safety Management System programme for US business aviation, helped establish the International Standards for Business Aircraft Operations, and during the pandemic worked with the FAA to keep business aviation operational in the face of restrictions on recurrent training and medical certifications.
Internationally, he represented business aviation at the International Civil Aviation Organization and contributed to rulemaking efforts at EASA and civil aviation authorities in Singapore and China. He has also served as corporate secretary for the International Business Aviation Council and as chair of the NGPA.
Before joining NBAA, Carr worked at the National Air Transportation Association in government and industry affairs. He holds a bachelor’s degree in aviation management and an associate’s degree in aviation flight from Southern Illinois University, served six years in the US Navy, and holds commercial, multi-engine and instrument ratings as well as a flight instructor certificate.
